Andrew N. Felice is a partner in the law firm of Katz & Stone,
and specializes in representing contractors, subcontractors and
owners involved in construction disputes and litigation.
Andy received a Bachelor of Arts degree from Union College in
Schenectady, New York and received a Juris Doctor degree from
George Washington University, National Law Center.
Andy is the recipient of the American Jurisprudence Awards
for Civil Procedure, Legal Research and Writing.
Andy is a member of the Bars of the District of Columbia
and Virginia, and is also a member of the Fairfax County and American
Bar Associations. In addition to Virginia and District of Columbia, he is admitted
to practice in the U.S. Court of Appeals, Fourth Circuit; the
U.S. District Court for the District of Columbia; the U.S. District
Court, Eastern District of Virginia; and the U.S. Bankruptcy Court,
Eastern District of Virginia and Western District of Virginia,
and has successfully argued cases before the Virginia Supreme
Court and the Maryland Court of Special Appeals. Andy has successfully litigated construction law cases in state
and federal courts in Virginia, Maryland and the District of Columbia
and has also represented contractors and owners in numerous arbitration
hearings both before the American Arbitration Association and
in private arbitration proceedings. Reported

Andy is active in such construction-related organizations
as the Virginia Chapter of the Associated Builders and Contractors,

In addition to participating in education programs for
construction industry associations, Andy has also been a contributing
editor for the publication Construction Disputes: Representing
the Contractor, 3rd edition, published by Aspen Publishers.
